This is true. Both Dofus and Wakfu take place on the same world, in the same universe. To clarify, both names stand for eras: the Dofus era which lasted from year 0 to 789, and the Wakfu era which is currently still ongoing with Wakfu season three peeking around the corner (the Wakfu OVA episodes took place in the year 989).

(There is a gap of around 335 years between the Dofus MMO and the Wakfu MMO.)

The Eli0tropes are tricky since not much consistent lore has been revealed about them but the gist is that when Yugo merged with the six Eliatrope Dofus in the year 989 (during the OVA episodes), fragments of his soul/emotions/past lives were scattered across time and space. These fragments came to life and became Eli0tropes, representing the more negative/brooding/Sasuke side of Yugo. This allowed Eli0tropes to be retconned into the Dofus MMO as a playable class.

Because Eli0tropes are but fragments of Yugo, they completely disappear when they die (no rebirth/reincarnation) and any memories anyone may have about them are erased. They are rumored/theorized to completely disappear from the face of the world when Yugo uses the Eliacube in Wakfu season 2 (year 982) and accidentally summons Qilby while hatching Grougal and Chibi. 
The (Dimensional) Voyagers from the Dofus MMO are rumored/theorized to also have a hand in erasing all evidence the Eli0tropes ever existed. Voyagers serve God Xelor and fix any errors in the existing timeline and well… Yugo’s merging with the Eliatrope Dofus kind of made a royal mess of things; there was plenty of cleaning up to do.
