I think I found the answer to the map to the Cipher Statue
This is what the text says:

In the center of the image, the numbers translate to “Pines.”
In Red letters, once decoded, we get the word “RUSSIA.”
Now let’s focus on the picture. Here’s what we know:
-The image on the left, right below the shining triangle, is of the Kazan Cathedral in Saint Petersburg, where we know Alex visited.
-Circled in red on the page Hirsch tweeted is a corner of the Cathedral, and on the opposite side, there is a circle on a shadow behind a pillar.
