Hmm… Well, we weren’t shown how/when Yuuri freshened up after he cried those tears but given how fucking realistic this anime is, let me just… elaborate on how things happened in comparison with something similar that would’ve happened in real life.

When you’re getting called out by someone whom you never expected to be called out by AND realizing that you deserve it, trust me, you’d feel really really shitty. Especially in Victor’s case who literally just crushed Yuuri and made him bawl his eyes out. Victor would never want to make Yuuri cry and he just went and fucked up. How would you feel in his shoes? Most likely: ashamed, embarrassed, guilty af.

There’s an unseen tension that Victor (assumingly) created and this is normal when you get called out by someone you’re close to and even to go as far as making them cry. Victor has always been this ‘perfect’ person as seen through everyone’s eyes (even Yuuri at some point in the past) but the thing is, he isn’t. And this is the FIRST TIME anyone has ever probably struck a chord within Victor. And he KNOWS he was wrong.
Which would make these shots:

…very relatable. Victor is inexperienced and he doesn’t know how to react. He doesn’t look at Yuuri cuz I don’t think he can without feeling that gnawing emotion inside his body. So I believe, no, Victor didn’t comfort Yuuri but not because he didn’t want to, but because he can’t. Cuz he. fucked. up.
Which brings us to this next scene with the boop:

Remember in an earlier episode(4) when Victor was jokingly worried about his thinning hair. Of course Yuuri would never do it again since he found out it was (somewhat) a sensitive issue but that was then and this is now. Back then, they were coach and student. Now, they’re so SO much more than that. And Yuuri can totally bully Victor about his receding hairline if he really wanted to.
So you know why this is important? Because this can be considered as Yuuri acknowledging Victor’s guilt. This is Yuuri’s ‘I forgive you for that shitty thing you said by doing this thing that you dislike, now we’re even, so please become Victor again’. See that little pat Yuuri did? It’s not easy to say ‘I forgive you’ so Yuuri showed it instead. (Cuz after a ‘fight’ or miscommunication between me and my besties, our ‘I forgive you’ is an exchange of eye contact and a smile. This is similar to it from my pov.)
This act of forgiveness can be backed up by what Yakov said:

Because Yuuri really was trying to console Victor. Victor probably feels like a bad coach so this is Yuuri accepting Victor and telling him its okay.

Besides, Victor’s actions did make Yuuri cry but it made Yuuri feel even better after cuz its shown that he can reminisce Victor’s face (in an amused tone) when Yuuri cried because he’s no longer hurt by it, cuz he already forgave Victor. And thus, there’s this new peace within Yuuri after their little spat which simultaneously leads to Yuuri being very relaxed and focused during his FP.
Tl:dr, it wasn’t Victor who comforted Yuuri for making him cry, but it was Yuuri who comforted Victor for getting called out.
Anyway, how can you be disappointed with a trivial thing when you got this?
