…I mean, looking at Lotor I’m pretty dang sure he is a galra/altean hybrid but that doesn’t necessarily rule out the idea that it’s not normally possible considering he strongly resembles Haggar, and she’s kind of a mad scientist space witch. So maybe just… alien hybrids in general don’t work and Lotor is the exception because he’s some kind of weird test tube baby.
