So I have been thinking.
Hawkmoth uses people’s negative emotions to posses them.
Why doesn’t he so it with everyone?
Or better yet, actual criminals?

Here is my theory.
Hawkmoth can’t posses just any negative emotions.
There has to be a certain criteria.
1. Something or Someone has cause the person to have a negative emotions.

2. The person in question feels cheated and/or Wronged, when there intentions were good.

3. They can not blame themselves at all, only said thing or person. The person must believe they are fully justified in there emotion.
